Yekta Noyan will discuss the significance of South Africa's decision to give up nuclear weapons, and whether this experience can serve as a model for some other states, or whether South Africa's geography and history are sui generis, making it unlikely to serve as a model. He will address what role South Africa plays in non-proliferation movements.
