Scott White will discuss how the collapse of the major arms control treaties (ABM, INF, START Treaties) between the largest nuclear-armed states, the US and Russia, will impact the Nuclear Non Proliferation Treaty, and whether non-nuclear states can steer the nuclear armed states, particularly the largest ones, towards less proliferation and more transparency.
