Dr. David E. Lewis will react to the session's paper presentations on historical perspectives of Puerto Rican paradiplomacy both as a scholar and practitioner of international relations. As a historical actor in the development of Puerto Rican paradiplomacy, he will also be able to provide personal insights into Puerto Rico's Caribbean Development Program of the 1990s.
