Jean Yves Lacascade will react to the session's paper presentations on historical perspectives of Puerto Rican paradiplomacy both as a scholar and practitioner of international relations. He will also be able to provide personal insights as a historical actor in the development of paradiplomacy in Puerto Rico as he briefly was part of the beginnings of Puerto Rico's Caribbean Development Program during the 80s. In addition, he has been instrumental in the development of the paradiplomacy of the French territories in the Caribbean, including Martinique and French Guiana.
