Session Abstract

We propose a roundtable on new interpretations of Reagan foreign relations. Four scholars will present diverse, archives-based recent work on the international relations of the Ronald Reagan administration and then engage the audience in a wide-ranging discussion. Reagan's is the presidential administration whose records have been most recently declassified in large batches, and so historians are curious to share findings from new documents and how they may lead to new interpretations of his foreign policy. Among the major topics discussed will be not only central ones such as Reagan's relations with the Soviets and his conflicts in Central America but also novel approaches such as assessing the role of evangelicals, researching Soviet archives, and studying non-state actors. The organizer is Alan McPherson (Temple), who will discuss his new interpretation of the Iran-Contra scandal as one that permanently damaged U.S. democratic norms and institutions. Lauren Turek (Trinity) will contextualize human rights and the influence of conservative evangelicals upon them. Gail Yoshitani (West Point) will examine the long-held ideas of Secretary of State Alexander Haig about civil-military relations. Finally, Simon Miles (Duke) will argue for the combination of carrots and sticks in Reagan's policy toward the Soviets. As a roundtable, we will invite the audience to discuss the growing understanding of the complexity of Reagan's foreign relations, from its intellectual bases to its documentary evidence, including its multiple interest groups and its long-lasting consequences.
